PENDLETON, Ore. (AP) ? A tour bus careened through a guardrail along an icy Oregon highway and 100 feet down a steep embankment Sunday, killing nine people and injuring more than 20 others, authorities said.
The charter bus carrying about 40 people lost control around 10:30 a.m. on snow- and ice-covered lanes of Interstate 84 in a rural area of eastern Oregon, according to the Oregon State Police. The bus crashed near the start of a 7-mile section of road that winds down a hill.
The bus came to rest at the bottom of a snowy slope and landed upright, with little or no debris visible around the crash site.
More than a dozen rescue workers descended the hill and used ropes to help retrieve people from the wreckage in freezing weather. The bus driver was among the survivors, but had not yet spoken to police because of the severity of the injuries the driver had suffered.
Lt. Greg Hastings said the bus crashed along the west end of the Blue Mountains, and west of an area called Deadman Pass. The area is so dangerous the state transportation department published specific warnings for truck drivers, advising it had "some of the most changeable and severe weather conditions in the Northwest" and can lead to slick conditions and poor visibility.
St. Anthony Hospital in Pendleton treated 26 people from the accident, said hospital spokesman Larry Blanc. Five of those treated at St. Anthony were transported to other facilities.
The East Oregonian said it spoke with two South Korean passengers, ages 16 and 17. Both said through a translator that they were seated near the rear of the bus when it swerved a few times, hit the guardrail and flipped. They described breaking glass and seeing passengers pinned by their seats as the bus slid down the hill. Both said that they feared for their lives.
The paper said that the teens, one of whom injured a knee and the other suffered a broken collarbone, were staying at a hotel arranged by the Red Cross.
I-84 is a major east-west highway through Oregon that follows the Columbia River Gorge.
Umatilla County Emergency Manager Jack Remillard said the bus was owned by Mi Joo travel in Vancouver, B.C., and state police said the bus was en route from Las Vegas to Vancouver.
A woman who answered the phone at a listing for the company confirmed with The Associated Press that it owned the bus and said it was on a tour of the Western U.S. She declined to give her name.
A bus safety website run by the U.S. Department of Transportation said Mi Joo Tour & Travel has six buses, none of which have been involved in any accidents in at least the past two years.
The bus crash was the second fatal accident on the same highway in Oregon on Sunday. A 69-year-old man died in a rollover accident about 30 miles west of the area where the bus crashed.
A spokesman for the American Bus Association said buses carry more than 700 million passengers a year in the United States.
"The industry as a whole is a very safe industry," said Dan Ronan of the Washington, D.C.,-based group. "There are only a handful of accidents every year. Comparatively speaking, we're the safest form of surface transportation."
The bus crash comes more than two months after another chartered tour bus in October veered off a highway in northern Arizona, killing the driver and injuring dozens of passengers who were mostly tourists from Asia and Europe. Authorities say the driver likely had a medical episode.

In true entrepreneurial fashion, I run not one, not even two, but three businesses (unless you count speaking and book writing as separate businesses, in which case there are five).
The core business is Arment Dietrich, which is an integrated marketing communications firm in Chicago. A little more than a year ago, we went virtual (hence no photo of me in front of the business) and we experienced 200 percent growth this year. I truly believe there are two reasons for that: I have an amazing team with really talented professionals who are doing what they?re meant to do and our overhead went from thousands of dollars a month to almost nothing.
Six years ago, we launched Spin Sucks ? the blog ? and nearly three years ago, we began to use it to generate revenue. Today it is the number two driver of new clients for Arment Dietrich.
And we have Spin Sucks Pro in beta right now, which is a professional development site for PR and marketing pros. We are developing this because there isn?t anywhere, other than annual conferences, where our profession can learn about new technologies, new initiatives, and new campaigns. Because things are changing so quickly, it?s important to have a place to learn every day versus once a year.

I?m not a fan of mandatory liability insurance for gun owners; Megan McArdle picks some good holes in the proposal, without even mentioning the big problem about how to attribute liability when the firearm used in an assault or homicide is never recovered by law enforcement. But even a flawed concept ought to be considered in its most nearly plausible form.
For gun-liability insurance, it seems to me the most plausible form would be strict liability on the manufacturer (or importer) for any damage to third parties done with the gun, and a requirement that the liable party either carry insurance or post a bond (to avoid the ?judgement-proofness? problem.) Damage from unrecovered weapons could be allocated on the market-share principle.
That system would give the gun industry a strong incentive to be careful about not selling to people who might misuse the weapon or re-transfer it to someone who would. In effect, such a law would force the gun industry to act as a regulatory authority.
Now go back to Megan?s piece to read about all the issues that would raise. And then think about how hard it would be for anyone living in a poor African-American neighborhood to buy a gun.

This rare amateur footage of the Challenger disaster comes in at number 1 in our best videos of 2012 countdown.
The television image of the space shuttle Challenger exploding minutes after lift-off is still seared into the memories of many people. But a rare amateur video captured at Orlando airport offers a unique perspective of the tragedy.
The film was captured by registered nurse Bob Karman while returning from a family trip to Disney World. Karman's late wife and 3-year-old daughter Kim - who now works here at New Scientist - are visible at the beginning. The break-up occurs about 41 seconds after the launch but chillingly, none of the onlookers in the video seems to realise that something has gone wrong.
The tragedy, which occurred nearly 27 years ago, happened because exhaust gases corroded O-ring rubber seals on the shuttle's booster rockets at lift-off. The crew cabin detached during the break-up and crashed into the ocean. According to the investigation report, it's likely that the crew were alive, and possibly even conscious, until it hit the surface.

Preventing Future Shootings Associated with Mental Illness 0 5
Danila Bolshakov/PhotoSpin The Sandy Hook shooting in Connecticut happened almost two weeks ago. The sorrow and implications of the fatal occurrence have not left the minds of most Americans.
In fact, experts have been debating over the possibility of preventing future shootings. The topic of mental illness has become most prominent in this discussion, and experts are pondering how mental health care could potentially factor into prevention of future shootings.
Gallup conducted a poll on Dec. 18, 2012, asking how effective people thought different solutions would be in preventing future mass school shootings. The most effective solutions were ?increasing the police presence at schools,? and ?increased gov?t spending on mental health screening and treatment.?
One columnist for the Christian Science Monitor suggested that there needs to be more of a focus on preventing and addressing mental health issues and social isolation, which both can contribute to mass shootings in his opinion.
Dr. David Sack, an addiction psychiatrist and CEO of Promises Treatment Centers, said in an email that he agrees better mental health care will gradually lead to less violence among the population of people with mental illnesses.
?Better community based mental health services are desperately needed and will decrease the number of mentally ill who go without treatment,? Sack said.
?Over time this will improve the integration of persons with mental illnesses into society, and decrease the risks that come from being marginalized and ostracized. Appropriate treatment reduces the risk of violent behavior.?
Tina B. Tessina, a psychotherapist and author, said in an email that stricter gun laws and greater access to mental health care could prevent future shootings problems.
?I know how difficult it is to get care for a dangerous person who refuses care,? Tessina said.
?We need to adjust the law on that ... I have worked with a number of parents of dangerous minors, and getting care for them is very difficult, expensive and emotionally painful.?

If it looks like an imported rubber duck from China, if it floats like a rubber duck, but doesn't quack like a duck, then it could be an illegal duck.
At least that's what the U.S. Customs and Border Protection detail at the Los Angeles-Long Beach ports complex believed when confronted on Tuesday with more than 35,000 rubber ducks.
And the officers were right.
Officials seized 35,712 "holiday ducks" - dressed as Santa, snowmen, gingerbread men, reindeer and penguins and valued at $18,522 - because they contained a chemical in excess of the limit that could be harmful to children.
The chemical is used to make vinyl and other plastics soft and flexible, but occurred in concentrations that violated U.S. Consumer Product Safety Commission standards.
There was no word on the eventual fate of the dodgy ducks.

Home prices have increased for eight consecutive months, with a 6.3 percent increase in October.
Foreclosure starts plummeted in October, and national foreclosure inventory has decreased 17 percent from a year ago. Foreclosure sales increased 21 percent in the third quarter, while REO sales have diminished to under 20 percent.

Foreclosures Plummet
According to CoreLogic, there were 58,000 completed foreclosures in the U.S. in October 2012, down from 70,000 in October 2011 representing a year-over-year decrease of 17 percent.
On a month-over-month basis, completed foreclosures fell from 77,000 in September 2012 to the current 58,000, representing a decrease of 25 percent.

?Foreclosure starts fell even further in October after a steep drop in September, according to data from Lender Processing Services (LPS).
In October, foreclosure starts numbered about 124,000, which represents a 22 percent decline from September to October and a 48 percent decrease from October 2011, the analytics company reported. In September, foreclosure starts were down monthly and yearly by 21 percent and 28 percent, respectively.
LPS explained the plunge in foreclosure starts was likely driven by new borrower notification requirements from the national mortgage settlement.?
CoreLogic? released its October CoreLogic HPI? report on Tuesday. Home prices nationwide, including distressed sales, increased on a year-over-year basis by 6.3 percent in October 2012 compared to October 2011. This change represents the biggest increase since June 2006 and the eighth consecutive increase in home prices nationally on a year-over-year basis.
RealtyTrac? just released its Q3 2012 U.S. Foreclosure & Short Sales Report?, which shows a total of 193,059 U.S. properties in some stage of foreclosure or bank-owned (REO) were sold during the third quarter, an increase of 21 percent from the previous quarter, but still down 3 percent from the third quarter of 2011.
The report also shows that foreclosure-related sales accounted for 19 percent of all U.S. residential sales during the third quarter ? down from 20 percent in the previous quarter but the same level as in the third quarter of 2011.

Here in the US, Samsung has consistently pushed the idea of using its HDTVs to watch cable / satellite without a set-top box at CES for the last several years. So far it has actually managed to launch support for DirecTV and Verizon FiOS video via IP although other providers demonstrated are still missing (Time Warner, Comcast), and now it's launching IPTV support at home in Korea with LG U+. The app lets Smart TVs directly tune into any of 138 broadcast channels as well as video on-demand, apparently without any box in the house. While we wait for easier IP access stateside -- and it's going to be an even longer wait now -- Samsung's also rolling out IPTV access with Estonian provider Elion, while LG U+ has already announced a set-top box with integrated Google TV, NFC and more. Maybe next year really is the year we get to ditch the cable box -- but also, maybe not.

DOHA, Qatar ? The United Nations climate conference here has settled into its typical doldrums, with most major questions unresolved as a Friday evening deadline for concluding the talks approaches. One of the thorniest issues is money, which has often bedeviled these affairs.
Since the process for the United Nations Framework Convention on Climate Change began about 20 years ago, countries have been split into two often-warring camps: the small number of wealthy nations that provide money to help deal with the effects of global warming, and the much larger group of poorer states that receive it.
At a climate summit meeting in Copenhagen three years ago, the industrialized countries promised to provide $10 billion a year in funds for adapting to climate change over the following three years and $100 billion a year beginning in 2020. The short-term money has more or less been raised and spent, although some nations have quarreled over whether it was new money or simply repurposed foreign aid. A Green Climate Fund has been established to handle the money after 2020.
Left unclear was whether money would flow from 2013 to 2020. That is what negotiators from about 190 countries are fighting about here.
And it is a particularly difficult time for the donor nations to find new money. The United States, which traditionally provides about a quarter of such international finance, is teetering on a fiscal precipice, and few in Washington are thinking about finding several billion dollars to help sub-Saharan Africa or precarious island nations cope with drought and rising seas.
Jonathan Pershing, the State Department?s deputy special envoy for climate change, said Wednesday that the United States had ?every intention? of finding money for climate adaptation. But he pointedly noted that in the United States, ?like most places, the budgeting process is complicated.?
Pete Betts, the principal climate negotiator for the European Union, said that Europe would continue to provide climate money. But he, too, noted, ?These are tough financial times, and many states are in difficult circumstances, so we won?t be in a position to state our target for 2015.?
This reticence by richer countries annoys the recipient countries, which see it as avoiding responsibility for decades of uncontrolled emissions that now threaten the health of the planet.
Some, like Brazil, raise legalistic objections that the wealthier countries promised in previous agreements to provide a steady flow of such financing.
Andr? Corr?a do Lago, the chief Brazilian delegate, said, ?There is a very different interpretation between developed and developing countries, which is natural because some are giving the money and some are getting the money.?
He said that most developing countries had believed that the roughly $10 billion a year in short-term money would be replaced by a gradual increase until 2020. He said he was sympathetic to the budget problems of Europe and the United States, but he also said that unless the donor countries promised to keep up their support, Brazil and other countries would not allow the negotiating process to go forward.
?If at the end you don?t, it?s a very frustrating exercise,? he said.
The most impassioned voices, as usual, are representatives of poor African nations and of low-lying island states threatened with being swamped by rising seas.
?Please, ladies and gentlemen,? the delegate from Nauru, a Pacific island nation, pleaded to the assembly, ?show me on a map which countries you think are expendable.?
Todd D. Stern, the senior American diplomat here, said the United States understood the impatience and frustration of its negotiating partners from the developing world. Addressing the conference on Wednesday, he said that different countries had different abilities to cope with a changing climate and to find the money to adapt. He said that the United States was willing to discuss the concepts of equity and ?common but differentiated responsibilities,? terms that carry heavy emotional and historical baggage at these gatherings.
In what was read by many here as a shift in tone, Mr. Stern said that such notions would be central to the outcome of a new global climate change treaty that is supposed to be concluded by 2015 and take effect in 2020 under an agreement reached in Durban, South Africa, a year ago.
?The United States would welcome such a discussion, because unless we can find common ground on that principle and the way in which it should apply in the world of the 2020s, we won?t succeed in producing a new Durban Platform agreement,? Mr. Stern said. ?And we have to succeed.?

Updated at 4:51 a.m. ET: SEATTLE ? When the clock struck midnight here on Thursday, hundreds of gay couples were lined up outside the county courthouse to obtain marriage licenses, while a hundred or so pot-lovers gathered across town beneath the Space Needle to light up.
They could do this because last month, on Nov. 6, Washington state voters approved marriage for same-sex couples and legalizing marijuana. Both laws went into effect at midnight.
The King County Recorder's Office opened its doors to couples at 12:01 a.m. At the front of the line were Kelly Middleton, 24, and Amanda Dollente, 29. They had arrived at 4 p.m., worried they wouldn't get a spot in line.?
They had gone through three cups of hot chocolate and countless cigarettes, worried they weren't prepared and anxious that the law might suddenly change ? as it did in California in 2008.
"I ran around the building asking people, 'Are we in the right place? Will you look at my paperwork?'" Dollente said.
There was concern last week that the marriage licenses would still carry the words "bride" and "groom," but officials came through in time. The county printed out 1,000 marriage licenses with "bride," "groom" and "spouse" just in case.?
Seventy-two couples down the line were Larry Duncan, 56, a retired psychiatric nurse, and Randell Shepherd, 48, a computer programmer, of North Bend, Wash. They wore matching duck hunter hats ("a fashion statement," Duncan joked) and matching shoulder-length white beards. They've been together 11 years.
"We were at a party and we met eyes and fell in love," Duncan said.
"He came up and asked me out, and I said yes," Shepherd added.
They?re considering getting married on Sunday at a church conducting mass ceremonies for same-sex couples, even though they?re not particularly religious.
??Enough people have told me, ?God hates fags,?? Duncan said, who described himself as 'Old South.' ?I want someone in a church to say, ?God loves fags,? to have that stamp on it.?
Outside the courthouse, stickers were handed out and a group sang a cappella, pulling from gospel and the musical Rent. Some wore bridal veils or matching t-shirts; supporters passed out cups of coffee; one woman provided Kleenex; many hugged and kissed.
Inside were eight couples -- some of the movers and shakers who helped to pass the law -- who had been selected as the first to receive their marriage licenses. Among them: Pete-e Peterson, 85, and Jane Abbott Lighty, 77, have been together for 35 years after meeting on a blind date and falling instantly in love. They will be getting married during a Seattle Men's Chorus concert on Sunday.
(State law requires that couples wait at least three days after obtaining their licenses to get married, which means Sunday is the earliest day they can get married.)
Peterson grew up in Alabama and was an Air Evacuation nurse during the Korean War. She adopted her sister's 3-year-old daughter and raised her. Lighty, who grew up mostly in the Bay Area, was also a nurse.
"I never thought this day would come," Peterson told every reporter who asked.
Another couple, Amanda Beane and Anne Bryson-Beane, have been together for 15 years. They have adopted seven children who are between four and 12 and who dressed up to attend the ceremony.??
Neil Hoyt, 52, and Donald Glenn Jenny, 64, have been together for 24 years and will also be getting married at the Seattle Men's Chorus concert on Sunday night (where there will be a judge and 2,000 cupcakes).
According to UCLA's Williams Institute, same-sex marriage could pump $57 million to the state economy in the first year ? resulting in $5 million of tax revenue.
Two miles away, revelers prepared to roll a joint or lift a pipe ? even though it is illegal to smoke marijuana in public in Washington state.
Not that the smokers were too worried. Sgt. Sean Whitcomb told The Associated Press earlier in the week that the Seattle Police Department did not expect to write many tickets ? a 2003 law made marijuana the department's lowest priority.

But Seattle City Attorney Pete Holmes discouraged celebrants from smoking in public, telling KUOW they should smoke at home.
"And be thankful that we're no longer arresting some 10,000 Washingtonians a year in the state of Washington and spending well over $100 million in law enforcement resources on that," he added. "And especially be grateful for lessening the racially disproportionate impact that these crazy drug laws have on our communities of color."
Before midnight, the U.S. Department of Justice issued several sobering statements, reminding revelers that pot remains illegal at the federal level, and that any amount of the substance may not be brought into federal buildings, national parks and forests and military installations. And according to one statement:?
The Department of Justice is reviewing the legalization initiatives recently passed in Colorado and Washington State. The Department?s responsibility to enforce the Controlled Substances Act remains unchanged. Neither States nor the Executive branch can nullify a statute passed by Congress.

WASHINGTON (Reuters) - Two of the most conservative Republicans in the House of Representatives have been kicked off the House Budget Committee, a rare move that could make it easier for the panel to advance a deal with Democrats to cut fiscal deficits.
Representatives Tim Huelskamp of Kansas and Justin Amash of Michigan - both favorites of the anti-tax Tea Party movement - are among those Republicans voting most often against House Speaker John Boehner.
Huelskamp and Amash, who both will begin second terms in the House next month, voted against last year's deal to raise the federal debt limit and staunchly oppose any tax increases. Boehner has now included new revenue in his latest offer to avert the "fiscal cliff" of year-end tax hikes and automatic spending cuts. Given their voting records, winning support from Huelskamp and Amash for such a compromise seemed an uphill battle.
Huelskamp released a statement saying the Republican leadership "might think they have silenced conservatives but removing me and others from key committees only confirms our conservative convictions.
"This is clearly a vindictive move and a sure sign that the GOP establishment cannot handle disagreement," he said.
Huelskamp and Amash had said that despite sweeping changes to the Medicare and Medicaid healthcare programs, committee chairman Paul Ryan's budget did not make deep enough cuts to entitlement programs and military spending.
Boehner spokesman Michael Steel declined to be specific on the reasons for their ouster by the House Republican Steering Committee, which occurred Monday in a closed-door meeting.
"The Steering Committee makes decisions based on a range of factors," Steel said.
Huelskamp said he was given "limited explanation" for his removal from the Budget Committee, a move he called "vindictive." A spokesman for Amash could not be immediately reached for comment.
Huelskamp and Amash cast the only House Budget Committee votes against Ryan's budget plan earlier this year.
While there is often wrangling over committee chairmanships just before a new Congress takes office, it is rare for rank-and-file committee members to be stripped of their assignments.
The 34-member Republican steering committee is headed by Boehner and includes members of House leadership, committee chairs and other lawmakers representing different regions of the country.
The same group last week recommended that Ryan, the conservative former Republican vice presidential candidate, be renewed as Budget Committee chairman.
