Facebook earnings beat expectations

Social media giant Facebook reported earnings and revenue that beat expectations on Wednesday but its operating margin fell sharply.

The stock bobbed between positive and negative in after-hours trading following the earnings announcement. (Click here to get the latest quotes for Facebook.)

During the fourth quarter, net income fell sharply to $64 million from $302 million in the year-ago quarter.

Excluding share-based compensation and related payroll tax expenses, and income tax adjustments, Facebook's profit was $426 million, or 17 cents per share, compared to $360 million for the same quarter in the prior year.

Revenue increased to $1.59 billion from the $1.13 billion a year ago it reported in its regulatory filings with the U.S. Securities and Exchange Commission before the company's initial public offering in May 2012.

Facebook's operating margin shrunk to 33 percent on a GAAP basis in the fourth quarter, compared to 48 percent a year ago.

Facebook said its mobile monthly active users jumped 57 percent to 680 million as of December 31, 2012. For the first time, the company said its mobile daily active users exceeded web daily active users.

During the quarter, mobile revenue, a closely watched figure, represented approximately 23 percent of advertising revenue, up from about 14 percent of advertising revenue in the third quarter of 2012

Facebook has ramped up its online advertising services in recent months, putting a greater emphasis on mobile ads and introducing capabilities that let marketers target Facebook users based on their Web browsing history.

In recent months, Facebook stock has rebounded, surging more than 75 percent from its all-time lows due in part to increased investor optimism about the company's ability to monetize its mobile user base. Despite the sharp uptick, shares are still trading below the company's IPO price of $38.

It feels like just yesterday that we made our way through hall after hall at Photokina. Cologne, Germany's biennial photo extravaganza is absolutely massive in comparison to Japan's up-and-coming CP+, which admittedly promised a bit more excitement in 2012, but local enthusiasts seem to have come out in droves for this week's show here in Yokohama, likely motivated by an opportunity to check out models that first appeared earlier this month at CES. Still, CP+ is the most prominent camera trade show in Asia, and considering Japan's role in the digital imaging space, it's not to be overlooked. While we're here, we'll be checking out a handful of point-and-shoots from Canon, Nikon, Pentax and Olympus, just to name a few, perhaps joined by a surprise gadget or two.

China's complicated history with video games: when a ban isn't ...

Earlier this week, China Daily quoted an anonymous government source -- allegedly straight from the Ministry of Culture -- saying China is considering lifting a 12-year-old "ban" on game consoles soon. While it's was unclear how reliable the source was at the time, the Tokyo stock market sucked it up anyway, with Bloomberg observing a significant rise for Sony and Nintendo after the rumor was published. Then today we learned from Tech In Asia that Dongfang Daily followed up with two representatives from the Ministry of Culture, one of which said the department has never looked into lifting the ban, while the other person was more vague about the matter. But here's the thing: game consoles were never really banned in China. Allow us to set the record straight for you.

Let's take a look at the actual paperwork that supposedly imposed the game console ban. In 2000, the video arcade business was booming in China, but many were illegal or were poorly operated and thus "seriously harming the healthy growth of youngsters." As such, seven ministries got together to come up with a plan. These included: the Ministry of Culture, the State Economic and Trade Commission, the Ministry of Public Security, the Ministry of Industry and IT, the Ministry of Foreign Trade and Economic Cooperation, the General Administration of Customs and the State Administration for Industry and Commerce. The outcome was a bill awkwardly titled "Feedback regarding the launch of special operation on video game arcades," and this was passed by the Chinese state council in June of that year -- merely three months after the release of the original PlayStation 2 in Japan.

In a nutshell, the bill covers guidelines on the safety requirements, opening hours and restrictions of video arcades, as well as what types of content are forbidden on the then-remaining arcade machines. Oh, and even internet cafes were forbidden from running businesses related to computer gaming, but that part of the ban is barely enforced these days. Anyhow, the specific parts that many assumed would put a stop on consoles were these:

"As of the day this report is released, the manufacturing and selling of any electronic gaming equipment plus its parts and accessories headed to China are stopped immediately. No company or individual can partake in the manufacturing and selling of electronic gaming equipment plus its parts and accessories headed to China."

"With the exception of processing trade, the import of electronic game equipment plus its parts and accessories through other forms of trade is strictly limited."

Note that the bill's main purpose is to keep underage folks away from dangerous venues and unhealthy content, rather than to prevent gaming addiction -- something for which China eventually had to set up boot camps to deal with. It's also worth pointing out that the ban on manufacturing and selling arcade machines is no longer valid since April 2009, and you can find a list of approved machines on the Ministry of Culture's website. But going back to 2000, the above statement uses the term "strictly limited" for the import of game consoles, meaning there's still space for negotiation.

A girl brings a PS3 from Hong Kong into Shenzhen.Indeed, Sony did do a low-key launch for the PlayStation 2 in China in January 2004, but only in two cities instead of five as originally planned, thus upsetting many distributors and gamers in the neglected regions. According to a report by Tencent, Sony's only official statement regarding the launch was this: "The PlayStation 2 computer entertainment system is now in Shanghai and Guangzhou to meet you." Yes, a "computer entertainment system." But even with the cheeky use of words here to dodge the law, Sony's real problem came after China's auditing system blocked a huge portion of the games that were deemed unhealthy, thus providing more excuses for folks to just get pirated games. And at ?1,988 ($320) per device due to heavy import duties on foreign products, the PlayStation 2 for China was nowhere as attractive as the ones sold in the black market -- this was at a time when the PlayStation 2 was available for just $179 in the US. With such easy access to the rarely policed black markets in big cities like Shenzhen and Beijing, it didn't make sense to buy the more expensive Chinese PS2 and its games, anyway. Even the official ?500 ($80) drop about a year later didn't save the console in China. The PSP and the PS Vita also never officially made it to China presumably due to the strict content restrictions, but like many other flagship gadgets, they were quite popular on the black market.

Sony hasn't given up, though. Last June, Sony Computer Entertainment opened its China headquarters at Guangdong Animation City, a government-backed project in Guangzhou to boost the local animation and gaming industry. The following month Sony made a surprise return to Shanghai's Chinajoy, the country's largest gaming expo, after a four-year hiatus. Coincidentally, the previous-gen PlayStation 3 (CECH-3012A and CECH-3012B, as sold in Hong Kong) was quietly granted a China Compulsory Certificate or "CCC" around the same time, only to be withdrawn by Sony soon after the discovery in November, as the database screenshot below shows.

Speaking to Sina Games in December, SCE Asia's Director of Planning and R&D Eitaro Nagano admitted that the biggest obstacles for his company right now are still the legal requirements in China, but his team's still communicating with the government over this issue -- presumably mainly to do with the content auditing. Nagano also acknowledged the fact that China already has many PS Vita and PS3 users, along with many developers with great potential.

Despite Sony's failed attempts, Nintendo has had better luck with its handheld consoles under the iQue brand, a joint venture between the Japanese company and Chinese American entrepreneur Dr. Wei Yen. In November 2003 the company launched the ?598 ($96) iQue Player, a somewhat experimental version of the N64 that packed the brain and a flashable game cartridge inside the controller. As an attempt to avoid piracy, the games were downloadable using an iQue Depot in stores, and it was ?48 or about $7.70 a pop with free updates forever, but each cartridge can only store one game.

Sadly, the console never took off due to its poor marketing and inconvenience, and pirated games eventually appeared. Since then, iQue has instead been focusing on handhelds, including the Game Boy Advance, SP, Micro, DS Lite, DSi and 3DS XL. To fight the likes of R4 cards that let people pirate games, the iQue's 3DS XL is bundled with Super Mario 3D Land and Mario Kart 7 by default for the price of ?1,699 (US$270), which is understandably higher than Hong Kong's HK$1,749 (US$225) and the US' US$199.99 for the device alone. But hey, at least iQue gets to openly sell its consoles -- take a look at the "About" page on the company's website and you'll see why it's the Chinese government's darling:

"The reason Nintendo is iQue's best partner is because the former has always been strongly opposed to violence and pornography in the gaming industry, and its mission is to develop quality healthy games suitable for all ages, at a global gaming market flooded by vulgar products today, Nintendo still maintains a precious social responsibility and business ethics, therefore is consistent with iQue's corporate philosophy and the Chinese moral values."

But wait, even the innocent-looking 3DS has violent games! Well, not in China. iQue's website only lists a handful of major titles that are mostly, if not all, made by Nintendo, including the two aforementioned 3DS titles and six DS titles (Nintendogs, WarioWare, Yoshi's Island DS and more), along with several downloadable DSiWare apps. Fortunately, the devices are still compatible with normal DS games from outside China, though normal DS devices can't play games released by iQue. As for the Wii, Nintendo did announce that it would launch the console in China in 2008 (and iQue even obtained the CCC in December 2007), but that never happened after it failed to get the other authorities' approval. We'll probably never know exactly why this was the case, but at least the Wii is all over the black market, ironically.

Don't worry -- we haven't forgotten Microsoft, which is the least active of the three companies in the Chinese gaming market. Back in September, Microsoft announced the Kinect's availability in China, but the catch was there would be no Xbox 360 to go with the motion-sensing peripheral, meaning only the developers could make the most out of the sensor on a PC. Conveniently after Microsoft's announcement, the Ministry of Culture promptly denied the speculation that it was about to make it easier for foreign companies to sell their consoles and games in China.

Ironically, the console black market in China is, well, not that black at all. We've seen plenty of small shops in Shenzhen and Beijing that openly sell imported consoles (as well as KIRFs), and you can even pick one up from online retail platform Taobao, where some resellers claim to be offering devices that were confiscated and then released by customs. Yes, another gray area in the system. But even without those machines from outside China, the country itself has already been pumping out its very own gaming devices, including the shameless iReadyGo (pictured above), the Lenovo-backed Eedoo and various Wii clones. Clearly, the ban isn't as strict as it appears, especially to the local brands and venues that stay well away from content related to gambling and pornography -- we all know what happens when they don't.

So to summarize: the real challenge for the game console makers is to convince the Chinese government that their devices won't touch any "unhealthy" content, which is actually near impossible for Microsoft and Sony, whose gaming success relies heavily on realistic shooting and fighting games. Nintendo, however, doesn't mind offering a much smaller game library for its handhelds in China, though it remains a mystery as to why the Wii never made it to China as originally promised. Not that this matters to the majority of Chinese gamers, who have developed a huge appetite for RPGs like Warcraft and Diablo on the PC.

Now, will China ever loosen up on the legal requirements for games? With the recent transition in the government and the boom in local smart devices (especially Android, which offers considerable freedom when it comes to app sources), it's easy to see why these rumors have made a comeback; but then again, you have to remember that the authorities behind the Great Firewall have not backed down at all. Worse yet, in the latest five-year plan (published on December 1st) for the development of China's service industry, the government specifically encourages more support to help local gaming products to go global. Such favoritism suggests things aren't going to change any time soon for Sony and Microsoft.

Study finds parasites and poor antenatal care are main causes of epilepsy in Africa

The largest study of epilepsy in sub-Saharan Africa to date reveals that programmes to control parasitic diseases and access to better antenatal care could substantially reduce the prevalence of the disease in this region.

Epilepsy is one of the most common neurological conditions worldwide and it is well known that it is significantly more prevalent in poorer countries and rural areas. The study of over half a million people in five countries of sub-Saharan Africa is the first to reveal the true extent of the problem and the impact of different risk factors.

The study, conducted at International Network for the Demographic Evaluation of Populations and Their Health (INDEPTH) demographic surveillance sites in Kenya, South Africa, Uganda, Tanzania and Ghana, screened 586,607 residents and identified 1711 who were diagnosed as having active convulsive epilepsy. These individuals, along with 2033 who did not have epilepsy, were given a questionnaire to complete about their lifestyle habits. The team also took blood samples to test for exposure to malaria, HIV and four other parasitic diseases that are common in the developing world.

The team found that adults who had been exposed to parasitic diseases were 1.5-3 times more likely to have epilepsy than those who had not. Epilepsy has previously been linked with various parasite infections but this is the first study to reveal the extent of the problem.

Professor Charles Newton from the Wellcome Trust programme at the Kenyan Medical Research Institute (KEMRI) and the Department of Psychiatry at Oxford University, who led the study, said: "This study demonstrates that many cases of epilepsy could be entirely preventable with elimination of parasites in Africa, some of which for example onchocerciasis have been controlled in some areas. In some areas the incidence of epilepsy could be reduced by 30-60% with appropriate control measures."

In children, the greatest risk factors for developing epilepsy were complications associated with delivery and head injury. Interventions to improve antenatal and perinatal care could substantially reduce the prevalence of epilepsy in this region, say the authors.

The study focused on people with convulsive epilepsies as they are the most reliably detected and reported and there remains a substantial stigma attached to patients with the disease.

"Facilities for diagnosis, treatment and on-going management of epilepsy are virtually non-existent in many of the world's poorest regions and so it's vital that we take these simple steps to try and prevent as many cases of this debilitating disease as possible," Professor Newton added.

According to the folks at Twitter, an innocent "human error" was to blame when a pornographic video was featured as an "Editor's Pick" on Vine, but this incident?? combined with a?lack of privacy and abuse prevention controls?? makes it seem as if there's a bit of a porn problem on the new?video-sharing service.

The sudden censorship of certain hashtags further solidifies that belief.

The Verge's Nathan Ingraham was among the first to point out that it appears that the searches for certain naughty hashtags ??such as #porn, #sex, #booty?and similar ??are bringing up no results, even though there are certainly posts with those hashtags.?

I tested this claim by creating a post and tagging it #nsfw. Nothing prevented me from creating this post?? which was entirely innocent, don't worry?? but neither tapping on the hyperlinked hashtag nor searching for #nsfw brought it (or any other posts) into view. Instead, I was shown a frowning emoticon and told that Vine couldn't load any posts. (In the case of searches, the frowning emoticon informed me that no tags matching that term?exist.)?

We have reached out to Twitter to inquire about the missing search results and to see if some sort of cleanup is occurring behind the scenes.?"We're in the process of changing how users find and view sensitive content," a spokesperson explained. "We're experimenting with a number of approaches and will continue to iterate."

Use of tax havens by U.S. global companies on the rise: report

WASHINGTON (Reuters) - U.S.-based global companies are increasingly shifting profits into tax havens like Bermuda and Switzerland, a government report said, a finding likely to fuel debate over the taxes corporations pay and their flexibility in locating profits.

The Congressional Research Service analyzed profit data from multinational companies and compared reported profits and other business activity in lower-tax jurisdictions versus higher-tax countries like the United Kingdom and Canada.

Among the findings: American multinational companies reported 43 percent of their overseas profits in the tax havens studied - Bermuda, Ireland, Luxembourg, the Netherlands, and Switzerland - in 2008, the most recent year data was available.

At the same time, these same companies hired only 4 percent of their foreign workforce and made just 7 percent of their foreign investments in these same countries.

"By all indicators examined in this report, profit shifting has generally trended upward over time," the report, dated January 18 said.

The analysis found this trend increasing since 1999.

CRS, a nonpartisan research arm of Congress used by lawmakers, analyzed data compiled by the Bureau of Economic Analysis, a unit of the Commerce Department that collects economic data from non-financial companies with foreign affiliates.

U.S.-based corporations have griped for years about paying what is now the steepest corporate tax rate among all industrialized countries. At the same time, U.S. companies do tend to enjoy more generous tax breaks, including deductions and various loopholes.

To address this, President Barack Obama and Republicans alike advocate trimming the top 35 percent corporate tax rate, while scrubbing the code of favored tax breaks.

Most Republicans back moving to a 25 percent tax rate, while Obama has called for a 28 percent top corporate rate.

TAX HAVEN OR REASONABLE RESPONSE?

The consumer group Citizens for Tax Justice said the report proves that companies are manipulating their financial reporting to avoid U.S. tax.

The report acknowledged that the high U.S. tax rate gives an incentive for companies to move profits abroad.

"If companies did not respond to tax rates that would be surprising," said Will McBride, an economist with the Tax Foundation, which backs lower business tax rates.

But McBride took issue with the report's assumption that cutting the corporate rate would hurt tax revenue, arguing that the right tax rate would generate additional revenue, offsetting that effect.

'Moral realism' may lead to better moral behavior

Jan. 29, 2013 ? Getting people to think about morality as a matter of objective facts rather than subjective preferences may lead to improved moral behavior, Boston College researchers report in the Journal of Experimental Social Psychology.

In two experiments, one conducted in-person and the other online, participants were primed to consider a belief in either moral realism (the notion that morals are like facts) or moral antirealism (the belief that morals reflect people's preferences) during a solicitation for a charitable donation. In both experiments, those primed with moral realism pledged to give more money to the charity than those primed with antirealism or those not primed at all.

"There is significant debate about whether morals are processed more like objective facts, like mathematical truths, or more like subjective preferences similar to whether vanilla or chocolate tastes better," said lead researcher Liane Young, assistant professor of psychology at Boston College. "We wanted to explore the impact of these different meta-ethical views on actual behavior."

Ideas have previously been advanced on the subject, but Young and her former research assistant A.J. Durwin, now a law student at Hofstra University, are the first to directly investigate the question.

In one experiment, a street canvasser attempted to solicit donations from passersby for a charity that aids impoverished children. Participants in one set were asked a leading question to prime a belief in moral realism: "Do you agree that some things are just morally right or wrong, good or bad, wherever you happen to be from in the world?" Those in a second set were asked a question to prime belief in moral antirealism: "Do you agree that our morals and values are shaped by our culture and upbringing, so there are no absolute right answers to any moral questions?" Participants in a control set were not asked any priming question.

In this experiment, participants primed with realism were twice as likely to be donors, compared to those primed with antirealism or not primed at all.

A second experiment, conducted online, yielded similar results. Participants asked to donate money to a charity of their choice who were primed with realism reported being willing to give more than those primed with antirealism or not primed at all.

"Priming participants to consider the notion that morals are like facts increased decisions to donate in both experiments, revealing the potential impact of meta-ethical views on everyday decision-making," said Young. "Simply asking participants to consider moral values, as we did with the antirealism prime, did not produce an effect," she said, "so priming morality in general may not necessarily lead to better behavior. Considering the existence of non-negotiable moral facts may have raised the stakes and motivated participants to behave better."

Since "real" moral stakes may be accompanied by "real" consequences -- whether good (e.g., helping others, enhanced self-esteem) or bad (e.g., retribution), priming a belief in moral realism may in fact prompt people to behave better, in line with their existing moral beliefs, the researchers say.

The researchers note that priming a belief in moral realism may enhance moral behavior under certain conditions -- such as when the right thing to do is relatively unambiguous (e.g., it is good to be generous). A different outcome could be possible when subjects are faced with more controversial moral issues, they say.

Liane Young's research frequently focuses on the psychology and neuroscience of moral judgment and behavior. In 2012, she was awarded a Sloan Research Fellowship from the Alfred P. Sloan Foundation, and was named a Dana Neuroscience Scholar by the Dana Foundation, which also awarded her a three-year grant to support her study of brain activity and moral decision-making in individuals with autism, a project that will provide a valuable research opportunity for BC undergraduates. In addition, she received the 2011 Early Career Award for Distinguished Scientific Contributions to Social Neuroscience from the Society for Social Neuroscience, among other honors.

Her research on attributions of responsibility to groups (e.g., corporations) versus members of groups was published in the journal Psychological Science in 2012; she is also co-author of a study of moral judgments in adults with autism that was reported in the Proceedings of the National Academy of Sciences.

Philips sells off its HiFi and DVD business to Funai for $201 million

Philips has decided that there just isn't any money in home entertainment, and as such is flogging off the remainder of its interests to Funai for $201 million. It had already sold its North American TV and DVD operations to the Japanese company back in 2008, but will now package off its whole Lifestyle Entertainment division, which includes global disc players and its Fidelio high-end audio outfit. Instead, Philips will concentrate on profitable sectors such as lighting and healthcare -- so the sooner it can develop a bulb that can kill the sniffles, the better.

Amsterdam, the Netherlands - Royal Philips Electronics (NYSE: PHG, AEX: PHIA) today announced that it has signed an agreement regarding the transfer of its Lifestyle Entertainment business (Audio, Video, Multimedia and Accessories) to Funai Electric Co., Ltd (TSE/OSE 6839). Under the terms, Funai will pay a cash consideration of EUR 150 million and a brand license fee, relating to a license agreement for an initial period of five and a half years, with an optional renewal of five years. The deal for the Audio, Multimedia and Accessories businesses is expected to close in the second half of 2013. The Video business will transfer in 2017, related to existing intellectual property licensing arrangements. The gain on the transaction will be recorded at the closing date.

The transaction is subject to customary conditions, including regulatory filings and works council procedures. The Remote Control activities, which are predominantly business-to-business, are excluded.

"With this transaction we are taking another step in reshaping the Consumer Lifestyle portfolio and transforming Philips into the leading technology company in Health and Well-being," said Philips Chief Executive Officer Frans van Houten. "I am confident that today's agreement with Funai, our partner for over 25 years, will create a promising future for Philips Audio, Video and Entertainment, and continuity for our customers. It will leverage Philips' strong brand, strength in innovation, and leadership position in these businesses, with Funai's strong presence in North and Central America - and Japan, and its supply and manufacturing expertise."

What do politicians do after losing their re-election bids? Take to Twitter, of course. Former Sen. Scott Brown of Massachusetts has been doing just that.

Brown has been tweeting about his everyday life post-politics, posting blurbs about house chores, football, and his family, but Brown's tweets are somewhat less refined than those tweeted by his skilled staffers when he was serving in Congress.

On his verified Twitter account on Friday morning, the former senator tweeted about seeing his daughter, Ayla perform at Pejamajo Caf? in Holliston.

"Yes. Get ready." The tweet read, but without the finesse of Brown's tweeting staff, one of his followers misunderstood the message.

"Oh we are. You have no idea how ready #MaPoli is to vote to keep you in the private sector & out of #MASen" @MattinSomerville tweeted back.

Brown responded with a series of three tweets delivered after midnight.

"Your brilliant Matt," he first tweeted.

"Whatever," followed.

And finally Brown tweeted, "Bqhatevwr."

Though he deleted his tweets, "Bqhatevwr" trended on Twitter nearly as quickly as #eastwooding.

The trending typo drew both bipartisan support and mockery. Some taunted the former senator for his late night slip-up, creating Internet memes and "Bqhatevwr" quips, while others defended Brown, saying that he is just an average Joe who committed a typical Twitter faux pas.

But what most Twitter enthusiast failed to recognize what that Brown's first "Your brilliant" tweet was grammatically incorrect, too.

Dubai looks to Qatar for oil as flow from Iran cut

DUBAI, United Arab Emirates (AP) ? Dubai's government-run oil company says it has started importing supplies from Qatar and is seeking other sources in apparent moves to replace Iranian crude lost because of international sanctions.

Sunday's statement from the Emirates National Oil Co. said it could seek to expand imports from the Middle East and Asia to help meet rising demand in the city-state, which has little of its own oil unlike neighboring Abu Dhabi.

The statement did not mention Iran, but Dubai was a major buyer of Iranian condensate ? light oil ready for refineries ? and faced U.S. pressure to stop the flow.

Dubai was a major hub for Iranian trade, but commerce has been sharply reduced by Western sanctions over Tehran's nuclear program.

NEW ORLEANS (AP) ? Police on Saturday arrested a man suspected of fatally shooting a police officer and critically wounding two sheriff's deputies after allegedly setting fire to a mobile home in south Louisiana, where an elderly man's body was found.

A Chitimacha tribal officer was pronounced dead at the scene of the shootings in Charenton, while two St. Mary Parish sheriff's deputies were critically wounded and taken to local hospitals, said Louisiana State Police Trooper Stephen Hammons.

Hammons said the officers were responding to a report of an armed man walking down a road near the Cypress Bayou Casino when Wilbert Thibodeaux, 48, of Charenton allegedly shot them.

"Thibodeaux fired at the Chitimacha Officer, fatally wounding him," state police said in a news release. "As two St. Mary Deputies, who were in the same car, arrived at the scene Thibodeaux fired multiple shots hitting the deputies. During the encounter, Thibodeaux was shot."

Investigators found the burned remains of a man after extinguishing a fire at a mobile home that Thibodeaux is suspected of setting before the officers confronted him, Hammons said.

Police identified the deceased man in the mobile home as Eddie Lyons, 78, of Charenton. "Detectives suspect Lyons was shot by Thibodeaux before the fire," state police said in a news release.

Thibodeaux was treated at a hospital for a gunshot wound that wasn't considered life-threatening and released, according to Hammons, who said investigators were questioning him Saturday evening. Charges against him are pending.

The state Fire Marshal's office is investigating the fire.

"Today is a difficult day for our partners in St. Mary Parish," Col. Mike Edmonson, the State Police superintendent, said in a statement. "My thoughts and prayers are with the deputies and the officer's families tonight. I know the coming days and weeks will be difficult ones for the men and women of the Chitimacha Police Department and the St. Mary Parish Sheriff's Office. We will assist their agencies in any way we can during these trying times."

The casino is run by the Chitimacha Tribe of Louisiana and is less than a quarter-mile from the scene of the shootings. Hammons said the shootings occurred near but not on tribal land.

"Everybody is just in shock. It's small-town America," said Jacqueline Junca, the tribe's secretary and treasurer.

Police didn't immediately release the names of the officers. Authorities said they will do so at a Monday news conference.

Tribe councilman Toby Darden said the slain officer was married and had two grown children, but he declined to give his name.

"He's a real great guy. Extremely dedicated to his job. Very brave," Darden said.

He was one of seven full-time officers who patrol a 260-acre reservation that has roughly 150 homes, a grocery store, a small school and government offices.

"Everybody knows the officers personally," Darden said. "It's devastating."

Junca said the tribe has around 1,200 members, roughly half of whom live on the reservation.

Access to and from the casino was restricted for roughly 90 minutes as a precautionary measure while police responded to the shooting, said casino spokeswoman Nancy Herrington. Charenton is located about 45 miles southeast of Lafayette.

"We are very much in business and have been," Herrington said later Saturday. "We have events tonight. All of those are taking place."

A spokeswoman for the sheriff's office and a tribal police dispatcher referred questions about the shootings to the State Police.

"We've got a lot of unanswered questions," State Police Capt. Doug Cain said.

One of the injured deputies was taken to a hospital in New Orleans and the other was taken to a Lafayette hospital. Both were listed in critical but stable condition Saturday evening, Hammons said.

Technology kills jobs for middle class | TribLIVE

NEW YORK ? Five years after the start of the Great Recession, the toll is terrifyingly clear: Millions of middle-class jobs have been lost in developed countries the world over.

And the situation is even worse than it appears.

Most of the jobs will never return, and millions more are likely to vanish as well, say experts who study the labor market. What?s more, these jobs aren?t just being lost to China and other developing countries, and they aren?t just factory work. Increasingly, jobs are disappearing in the service sector, home to two-thirds of all workers.

They?re being obliterated by technology.

Year after year, the software that runs computers and an array of other machines and devices becomes more sophisticated and powerful and capable of doing more efficiently tasks that humans have always done. For decades, science fiction warned of a future when we would be architects of our own obsolescence, replaced by our machines; an Associated Press analysis finds that the future has arrived.

?The jobs that are going away aren?t coming back,? says Andrew McAfee, principal research scientist at the Center for Digital Business at the Massachusetts Institute of Technology and co-author of ?Race Against the Machine.? ??I have never seen a period where computers demonstrated as many skills and abilities as they have over the past seven years.?

The global economy is being reshaped by machines that generate and analyze vast amounts of data; by devices such as smartphones and tablet computers that let people work just about anywhere; by smarter, nimbler robots; and by services that let businesses rent computing power when they need it, instead of installing expensive equipment and hiring IT staffs to run it. Whole employment categories, from secretaries to travel agents, are starting to disappear.

?There?s no sector of the economy that?s going to get a pass,? says Martin Ford, who runs a software company and wrote ?The Lights in the Tunnel,? a book predicting widespread job losses. ?It?s everywhere.?

The numbers startle labor economists. In the United States, half the 7.5 million jobs lost during the Great Recession were in industries that pay middle-class wages, ranging from $38,000 to $68,000. But only 2 percent of the 3.5 million jobs gained since the recession ended in June 2009 are in midpay industries. Nearly 70 percent are in low-pay industries, 29 percent in industries that pay well.

In the 17 European countries that use the euro as their currency, the numbers are worse. Almost 4.3 million low-pay jobs have been gained since mid-2009, but the loss of midpay jobs has never stopped. A total of 7.6 million disappeared from January 2008 through last June.

Experts warn that this ?hollowing out? of the middle-class workforce is far from over. They predict the loss of millions more jobs as technology becomes even more sophisticated and reaches deeper into our lives. Maarten Goos, an economist at the University of Leuven in Belgium, says Europe could double its middle-class job losses.

Some occupations are beneficiaries of the march of technology, such as software engineers and app designers for smartphones and tablet computers. Overall, though, technology is eliminating far more jobs than it is creating.

To understand the impact technology is having on middle-class jobs in developed countries, the AP analyzed employment data from 20 countries; tracked changes in hiring by industry, pay and task; compared job losses and gains during recessions and expansions over the past four decades; and interviewed economists, technology experts, robot manufacturers, software developers, entrepreneurs and people in the labor force who ranged from CEOs to the unemployed.

The AP?s key findings:

? For more than three decades, technology has reduced the number of jobs in manufacturing. Robots and other machines controlled by computer programs work faster and make fewer mistakes than humans. Now, that same efficiency is being unleashed in the service economy, which employs more than two-thirds of the workforce in developed countries. Technology is eliminating jobs in office buildings, retail establishments and other businesses consumers deal with every day.

? Technology is being adopted by every kind of organization that employs people. It?s replacing workers in large corporations and small businesses, established companies and start-ups. It?s being used by schools, colleges and universities; hospitals and other medical facilities; nonprofit organizations and the military.

? The most vulnerable workers are doing repetitive tasks that programmers can write software for ? an accountant checking a list of numbers, an office manager filing forms, a paralegal reviewing documents for key words to help in a case. As software becomes even more sophisticated, victims are expected to include those who juggle tasks, such as supervisors and managers ? workers who thought they were protected by a college degree.

? Thanks to technology, companies in the Standard & Poor?s 500 stock index reported one-third more profit the past year than they earned the year before the Great Recession. They?ve also expanded their businesses, but total employment, at 21.1 million, has declined by a half-million.

? Start-ups account for much of the job growth in developed economies, but software is allowing entrepreneurs to launch businesses with a third fewer employees than in the 1990s. There is less need for administrative support and back-office jobs that handle accounting, payroll and benefits.

? It?s becoming a self-serve world. Instead of relying on someone else in the workplace or our personal lives, we use technology to do tasks ourselves. Some find this frustrating; others like the feeling of control. Either way, this trend will only grow as software permeates our lives.

? Technology is replacing workers in developed countries regardless of their politics, policies and laws. Union rules and labor laws may slow the dismissal of employees, but no country is attempting to prohibit organizations from using technology that allows them to operate more efficiently ? and with fewer employees.

Technological innovations have been throwing people out of jobs for centuries. But they eventually created more work, and greater wealth, than they destroyed. Ford, the author and software engineer, thinks there is reason to believe that this time will be different. He sees virtually no end to the inroads of computers into the workplace. Eventually, he says, software will threaten the livelihoods of doctors, lawyers and other highly skilled professionals.

Many economists are encouraged by history and think the gains eventually will outweigh the losses. But even they have doubts.

?What?s different this time is that digital technologies show up in every corner of the economy,? McAfee says.

Peter Lindert, an economist at the University of California, Davis, says the computer is more destructive than innovations in the Industrial Revolution because the pace at which it is upending industries makes it hard for people to adapt.

Occupations that provided middle-class lifestyles for generations can disappear in a few years. Utility meter readers are just one example. As power companies began installing so-called smart readers outside homes, the number of meter readers in the United States plunged from 56,000 in 2001 to 36,000 in 2010, according to the Labor Department.

In 10 years? That number is expected to be zero.

Cameron proposes vote on EU relationship

LONDON (AP) ? Prime Minister David Cameron said Wednesday he will offer British citizens a vote on whether to leave the European Union if his party wins the next election, a move which could trigger alarm among fellow member states.

He acknowledged that public disillusionment with the EU is "at an all-time high," using a long-awaited speech in central London to say that the terms of Britain's membership in the bloc should be revised and the country's citizens should have a say.

Cameron proposed Wednesday that his Conservative Party renegotiate the U.K.'s relationship with the European Union if it wins the next general election, expected in 2015.

"Once that new settlement has been negotiated, we will give the British people a referendum with a very simple in or out choice to stay in the EU on these new terms. Or come out altogether," Cameron said. "It will be an in-out referendum."

The stated possibility of a referendum is expected to frustrate other EU member states currently focused on stemming the euro zone debt crisis.

Already, speculation over a vote on leaving the EU has prompted a chorus of concern from around the world, stressing the importance of the U.K.'s presence in the bloc and warning about the economic consequences of a British exit.

Even the U.S., which normally stays out of disputes among EU states, waded into the debate.

The White House said last week President Barack Obama told Cameron in a phone call that "the United States values a strong U.K. in a strong European Union."

But Cameron stressed that his first priority is renegotiating the EU treaty ? not leaving the bloc.

"I say to our European partners, frustrated as some of them no doubt are by Britain's attitude: work with us on this," he said.

Much of the criticism directed at Cameron has accused him of trying an "a la carte" approach to membership in the bloc and seeking to play by some but not all of its rules.

French Foreign Minister Laurent Fabius warned Wednesday that a British withdrawal from the EU would be dangerous for both the bloc and Britain.

"Say that Europe is a soccer club. You join this soccer club, but you can't say you want to play rugby," he told France-Info radio.

Membership of the EU has given the U.K. access to the massive joint European market as well as a say in how the region should govern itself and run its financial markets. The country has also benefited from EU funds to build infrastructure such as broadband networks.

Cameron insisted Wednesday that a "one size fits all" approach to the 27-nation EU is misguided. Britain, a fiercly independent island nation, has always had a fraught relationship with the bloc. It benefits from the single market but is among 10 of the EU countries not to use the euro.

"Let us not be misled by the fallacy that a deep and workable single market requires everything to be harmonized, to hanker after some unattainable and infinitely level playing field," he said. "Countries are different. They make different choices. We cannot harmonize everything."

Even as he raised the spectre of a referendum, Cameron reiterated his view that Britain should stay in the EU.

"I speak as British prime minister with a positive vision for the future of the European Union. A future in which Britain wants, and should want, to play a committed and active part," Cameron said. "There is no doubt that we are more powerful in Washington, in Beijing, in Delhi because we are a powerful player in the European Union."

But in order to stay, the bloc needs to change, Cameron said, as he laid out a vision of a "new" EU built on five principles: competitiveness; flexibility; power flowing back to, not just away from, member states; democratic accountability; and fairness.

Taking a direct swipe at those who have warned that raising the possibility of a referendum has created uncertainty for business, Cameron will say that questions about EU membership are "already there and won't go away."

But he cautioned against holding a vote immediately, saying it would be wrong to hold a referendum "before we have had a chance to put the relationship right" and before the euro zone emerges from crisis.

The timeline he laid out mostly hinges on a Conservative victory in the next general election. Still, Cameron said legislation will be drafted before 2015 so that if his party wins, it can be introduced and passed quickly enough to ensure a vote could be held "in the first half" of the next Parliament.

The Conservatives formed a coalition government with the Liberal Democrats after an inconclusive 2010 election. Pegging the possibility of a vote to an electoral win could be a gamble to appease increasingly vocal Conservative euroskeptics and stem the stream of voters who have jumped ship to the UK Independence Party, which advocates EU withdrawal.
