Tool makes cross-border business travel easier

Some might say the ATA Carnet is the most important document after your passport.

The ATA Carnet is widely used by the business community for the temporary importation of a multitude of goods into countries worldwide. The document covers commercial samples, professional equipment, and goods for presentation or use at trade fairs, shows and exhibitions.

The initials "ATA" are an acronym of the French and English words "Admission Temporaire/Temporary Admission".

There are currently 71 countries that are part of the program, with more joining every year. Many foreign authorities view the ATA Carnet as the only acceptable document for duty- and tax-free temporary importation of?goods.

Armed with the ATA Carnet, business people can make advance customs arrangements at a predetermined cost, visit several countries, use the ATA Carnet for several trips during its one-year validity, and return to the home country without problems or delays.

The World Customs Organization administers the international customs conventions under which the ATA Carnet system operates, and The ICC World Chambers Federation administers the ATA system.

In Canada, the Canadian Chamber of Commerce administers the operation of the ATA Carnet System.

Owl mystery unravelled: Scientists explain how bird can rotate its head without cutting off blood

Medical illustrators and neurological imaging experts at Johns Hopkins have figured out how night-hunting owls can almost fully rotate their heads - by as much as 270 degrees in either direction - without damaging the delicate blood vessels in their necks and heads, and without cutting off blood supply to their brains.

In what may be the first use of angiography, CT scans and medical illustrations to examine the anatomy of a dozen of the big-eyed birds, the Johns Hopkins team, led by medical illustrator Fabian de Kok-Mercado, M.A., a recent graduate student in the Department of Art as Applied to Medicine, found four major biological adaptations designed to prevent injury from rotational head movements. The variations are all to the strigid animals' bone structure and vascular network needed to support its top-heavy head. The team's findings are acknowledged in the Feb.1 issue of the journal Science, as first-place prize winners in the posters and graphics category of the National Science Foundation's 2012 International Science & Engineering Visualization Challenge.

"Until now, brain imaging specialists like me who deal with human injuries caused by trauma to arteries in the head and neck have always been puzzled as to why rapid, twisting head movements did not leave thousands of owls lying dead on the forest floor from stroke," says study senior investigator and interventional neuroradiologist Philippe Gailloud, M.D. "The carotid and vertebral arteries in the neck of most animals - including owls and humans - are very fragile and highly susceptible to even minor tears of the vessel lining," adds Gailloud, an associate professor in the Russell H. Morgan Department of Radiology at the Johns Hopkins University School of Medicine.

Sudden gyrations of the head and neck in humans have been known to stretch and tear blood vessel linings, producing clots that can break off and cause a deadly embolism or stroke. Researchers say these injuries are commonplace, often resulting from whiplashing car accidents, but also after jarring roller coaster rides and chiropractic manipulations gone awry.

To solve the puzzle, the Johns Hopkins team studied the bone structure and complex vasculature in the heads and necks of snowy, barred and great horned owls after their deaths from natural causes. An injectible contrast dye was used to enhance X-ray imaging of the birds' blood vessels, which were then meticulously dissected, drawn and scanned to allow detailed analysis.

The most striking team finding came after researchers injected dye into the owls' arteries, mimicking blood flow, and manually turned the animals' heads. Blood vessels at the base of the head, just under the jaw bone, kept getting larger and larger, as more of the dye entered, and before the fluid pooled in reservoirs. This contrasted starkly with human anatomical ability, where arteries generally tend to get smaller and smaller, and do not balloon as they branch out.

Researchers say these contractile blood reservoirs act as a trade-off, allowing owls to pool blood to meet the energy needs of their large brains and eyes, while they rotate their heads. The supporting vascular network, with its many interconnections and adaptations, helps minimize any interruption in blood flow.

"Our in-depth study of owl anatomy resolves one of the many interesting neurovascular medical mysteries of how owls have adapted to handle extreme head rotations," says de Kok-Mercado, now a scientific illustrator and animator at the Howard Hughes Medical Institute.

Moreover, says Gailloud, "our new study results show precisely what morphological adaptations are needed to handle such head gyrations and why humans are so vulnerable to osteopathic injury from chiropractic therapy. Extreme manipulations of the human head are really dangerous because we lack so many of the vessel-protecting features seen in owls."

The first anatomical variation they discovered was in the owl neck, where one of the major arteries feeding the brain passes through bony holes in the vertebrae. The hollow cavities were approximately 10 times larger in diameter than the vertebral artery traveling through it. The researchers say the extra space in the transverse foraminae, as the holes surrounding the vertebral arteries are known, creates a set of cushioning air pockets that allow the artery to move around when twisted. Twelve of the 14 cervical vertebrae in the owl's neck were found to have this adaptation.

"In humans, the vertebral artery really hugs the hollow cavities in the neck. But this is not the case in owls, whose structures are specially adapted to allow for greater arterial flexibility and movement," says de Kok-Mercado.

The team also found that the owl's vertebral artery enters the neck higher up than in other birds - going in at the owl's 12th cervical vertebrae instead of the owl's 14th cervical vertebrae - allowing for more vessel room and slack.

Among de Kok-Mercado and Gailloud's other findings were small vessel connections between the carotid and vertebral arteries - not usually seen in adult humans - that allow blood to be exchanged between the two blood vessels. The researchers say these so-called anastomoses, including a vessel connection called a patent trigeminal artery, allow for uninterrupted blood flow to the brain, even if one route is blocked during extreme neck rotation.

Researchers next plan to examine hawk anatomy to see if other bird species possess the same adaptive features for head rotation.

Hawaii lawmakers propose shielding celeb privacy

HONOLULU (AP) ? More than two-thirds of Hawaii's state senators have signed onto a bill to protect celebrities from paparazzi, giving them power to sue over unwanted beach photos and other snapshots on the islands.

And the bill's author says he's pushing the law at the request of Aerosmith lead singer Steven Tyler, the former "American Idol" judge who recently bought a new home in Maui.

A representative for Aerosmith declined comment late Thursday night, saying Tyler was not immediately available.

Maui Democrat Sen. Kalani English told The Associated Press the so-called "Steven Tyler Act" will help Hawaii's tourism and film industries, encouraging famous people to come here without fear of being stalked by paparazzi.

"These are my consituents as well," English said. "Public figures have a right to reasonable privacy. There's a balance that we need to create."

The bill would open people up to civil lawsuits if they invade the privacy of public figures by taking or selling photos or videos. It defines invasion of privacy as capturing or trying to capture images or sound of people "in a manner that is offensive to a reasonable person" during personal or family moments. It does not specify places where pictures would be OK or whether public places would be exempt. The bill says it would apply to people who are take photos from boats or anywhere else within ocean waters.

"Although their celebrity status may justify a lower expectation of privacy, the Legislature finds that sometimes the paparazzi go too far to disturb the peace and tranquility afforded celebrities who escape to Hawaii for a quiet life," English wrote in the bill.

Longtime Hawaii media lawyer Jeff Portnoy said the legislation is vague and panders to celebrities.

"It's unnecessary, it's potentially unconstitutional and it flies in the face of decades of privacy law," he said.

He said that it's hard to know how the court would interpret the state constitutional provision for the right to privacy in terms of this bill, but that based upon privacy-related court precedents, the law would be unnecessary.

The bill has only been introduced and referred to committee; lawmakers haven't set a date to discuss it yet. While 18 of 25 of the state's senators have signed on, including the Senate majority leader, it's unclear whether the bill would stand a chance in the state House.

English said he believes the bill is constitutional. He said the state has a provision in its constitution to protect the right to privacy.

"Generally, we've respected people's privacy but we have a different time now," English said.

Like other destinations, Hawaii has a steady stream of high-profile visitors. President Barack Obama vacations on Oahu once a year with his family, while Lance Armstrong escaped to the Big Island last month after a tell-all interview with Oprah Winfrey at his home in Texas.

Egyptians march in protest in restive canal city

CAIRO (AP) ? Thousands of Egyptians are marching in protest in the restive Suez Canal city of Port Said, calling for retribution a week after they saw the worst of street violence that left up to 60 dead across the country.

Egypt's opposition has called for rallies on Friday to pressure President Mohammed Morsi to accept their demands to form a national unity government and amend the constitution, moves they say would prevent the Islamist from governing solely in the interest of his Muslim Brotherhood group.

The protest marches come a day after the Brotherhood and the opposition National Salvation Front met under the aegis of Egypt's premier Islamic institution, Al-Azhar, and signed a joint statement denouncing violence. It was the two groups' first ever meeting.

Sony says sayonara to MiniDisc, will sell its last players in March

We were told back in September that Sony was halting production on its disc-loading music players, but devices have now reached the end of the production line, with the last MiniDisc players set be shipped out this March. The optical player managed to claw out a 20-year life for itself, despite the menace of media-free music (and video) players like the iPod, which began to severely cut away at sales around 2000. This final date signifies that Sony has exhausted supplies of a specific MD component, although according to Asahi, the likes of Onkyo will continue to make similar optical hardware. Well, at least frustration for Sony's proprietary media storage lives on in the PS Vita.
